All dungeons(well, with the exception of half of the newest one) are for a x9 level(19, 29, 39, 49, 59, 69).The Dungeon involving a Space-Time Portal behind the Ruins of Verticalt Castle(which is on the same map as Horizont Castle, where you also get the dungeon quest) is for the level 39 dungeon. We assume by 'hidden portal in the back of the Castle Horizon' you are referring to the level 39 dungeon, where you get the quest from Horizont Castle and go behind the Ruins of Verticalt Castle to find the portal.
